&lt;p&gt;The state Democratic Party has aggressively shifted more state &lt;br&gt;revenue to Prince Georges, Montgomery, and Baltimore County at the &lt;br&gt;expense of other counties while minimizing the representation of other &lt;br&gt;counties through gerrymandering efforts along the lines of Republicans &lt;br&gt;in Texas and Arizona.  Support the petition efforts to have a fall &lt;br&gt;referendum on the legislature's redistricting and send in the petition &lt;br&gt;at &lt;a href="https://mdpetitions.com/redist" rel="nofollow"&gt;https://mdpetitions.com/redist&lt;/a&gt;....&lt;/p&gt;

&lt;p&gt;Until there are major changes in state Democratic party politics, I &lt;br&gt;will remain a strong supporter of Democrats at the national level but support fiscally more  moderate candidates including Republicans for state and local office.  For &lt;br&gt;retirees, Maryland ranks as low as sixth worst state nationally due in large &lt;br&gt;part to the high state and local tax burden.&lt;/p&gt;

&lt;p&gt;Mr. President, “Please get real with the rules.” As they are now, the deck is stacked in favor of the banking and monetary system.  &lt;/p&gt;

&lt;p&gt;With the exception of coins, our nation’s money supply is created by a banking cartel made up of commercial banks, twelve regional reserve banks that are owned by the commercial banks and the central Federal Reserve in Washington that is owned by the twelve regional reserve banks.  Using fractional reserve lending formulas, the banking system writes bank credit to itself, lending it to the government and public as the principal of loans, with every dollar on deposit in this system a potential nine dollars increase in debt.  &lt;/p&gt;

&lt;p&gt;Every Federal Reserve note and checkbook dollar in the economy is somebody’s debt, with interest due to the banking system.  The interest payment to the banking system and their corporations are constantly draining money from the economy, because nobody creates the money needed for those payments.&lt;/p&gt;

&lt;p&gt;The total debt is equal to the nation’s money supply. The debt currently stands at $56.7 trillion with annual interest of $3.75 trillion (6.61% APR).  At this rate, the interest payments will transfer the entire U.S. money supply to the banking cartel in fifteen years, one month and fourteen days, leaving the debt unpaid.  &lt;/p&gt;

&lt;p&gt;Reserve currencies are the greatest threat to civil rights, not only in the U.S. but throughout the rest of the world.  &lt;/p&gt;

&lt;p&gt;Financial crises arise when people ignore one simple fact: ISSUING A NATION’S CURRENCY IS THE EXCLUSIVE PREROGATIVE OF A SOVEREIGN GOVERNMENT. &lt;p&gt;I am a moderate to liberal Democrat from Severna Park but I&lt;br&gt;disagree with Martin O’Malley plans to permanently raise the tax burden with&lt;br&gt;respect to income for most Marylanders.  The&lt;br&gt;overriding problem is that state and local government failed to reduce its debt&lt;br&gt;to GDP ratio when economic growth and property value growth were unsustainably strong in&lt;br&gt;the 2002 to 2007 period.  While Maryland GDP grew at an annual rate 5.8&lt;br&gt;percent, state and local public debt grew at a rate of 6.1 percent over that&lt;br&gt;period, raising the debt to GDP ratio to 12.8 percent from 12.4 percent.  When&lt;br&gt;economic times are good, a large healthy state rainy day fund should be&lt;br&gt;accumulated for funding state spending in difficult times.  It is not&lt;br&gt;the time to increase long-term state spending that is not supportable over the&lt;br&gt;long-term.&lt;/p&gt;

&lt;p&gt; &lt;/p&gt;

&lt;p&gt;Governor O'Malley proposes permanent tax hikes to&lt;br&gt;fund excessive past and new spending programs that will permanently&lt;br&gt;increase in the tax burden. Counties that gain the most from public&lt;br&gt;transportation spending should bear a higher share of the taxes supporting improvement&lt;br&gt;spending.  The state should not in&lt;br&gt;general choose winners and losers among counties from general state tax&lt;br&gt;revenues; however, that is what his public transportation spending plans and&lt;br&gt;PlanMaryland would do.  Such policy encourages rapent political&lt;br&gt;favoritism.  Higher sales tax hurt&lt;br&gt;Maryland merchants of large ticket items. &lt;br&gt;Public funding of wind power with all its uncertainties and likely higher&lt;br&gt;energy costs makes no sense during a state and county financial&lt;br&gt;crisis. O'Malley wants to shift a part of teacher pension funding to counties&lt;br&gt;to fund his new spending plans, further increasing the citizen’s overall tax&lt;br&gt;burden. Higher noncommercial vehicle licensing and registration fees per&lt;br&gt;vehicle are unfair since household car registration and total mileage driven don’t&lt;br&gt;increase one for one.  A moderate increase in the gasoline tax is&lt;br&gt;justified but the misappropriation of state highway trust fund money cannot&lt;br&gt;continue.  &lt;/p&gt;
